The number of new housing starts by structure in 179 municipalities in Hokkaido in 2019 has been finalized. The total number of new housing starts in Hokkaido was 21,406, up 1.9% from the previous year. The number of wooden (W) structures, which account for nearly 80% of the total, increased by 2.3% to 16,745, the first increase in two years. The number of steel (S) structures increased by 3% to 3,355. By jurisdiction, the number of new housing starts was higher than the previous year in 10 regions, including Ishikari (excluding Sapporo), Oshima and Okhotsk. The number in Sapporo, which accounts for 30% of the total, was 7,258, an increase of 2.6%.
We analyzed the construction start statistics released by the Ministry of Land, Infrastructure, Transport and Tourism. Looking at the changes over the past eight years, the number of new housing starts reached a record high of 23,063 in 2013 due to the last-minute demand before the consumption tax hike, but subsequently decreased to 19,961 in 2014. In recent years, the number has stayed at around 21,000.
In 2019, the number of W structures increased by 2.3% to 16,745, the number of steel-reinforced concrete (SRC) structures increased by 34.8% to 31, and the number of S structures increased by 3% to 3,355. On the contrary, the number of reinforced concrete (RC) structures decreased by 12.4% to 947, dropping below 1,000 for the first time in eight years. The number of concrete block (CB) structures also decreased by 52.9% to 8.
By jurisdiction, Nemuro Subprefecture saw the highest growth rate of 31% with 359 new housing starts; the number in Nemuro City increased by 19.4% to 80, and the number in Nakashibetsu Town increased by 47.9% to 176 due to an increase in the number of W, RC and S structures from the previous year.
Soya Subprefecture witnessed an increase of 12.9%, the second highest growth rate after Nemuro Subprefecture; in Esashi Town, the number of W structures increased by 77.8% to 32 and that of S structures increased 3.3 times to 13, doubling the total number of new housing starts to 45. Hidaka Subprefecture saw 255 new housing starts, an increase of 9.4%; the number in Biratori Town increased 2.4 times to 24 and that in Samani Town increased 2.4 times to 12.
By municipality, Sapporo saw the largest new housing starts with 5,260 W structures (up 3.4%), 14 SRC structures (3.5 times), 660 RC structures (down 13.2%), 1,153 S structures (up 4.6%) and 171 other structures (up 46.2%).
Looking at cities with a population of 100,000 or more, the number of new housing starts was 1,335 (down 3%) in Asahikawa, 1,096 (up 4.3%) in Hakodate, 571 (down 0.7%) in Kushiro, 869 (up 2.2%) in Tomakomai, 876 (up 0.3%) in Obihiro, 318 (down 1.2%) in Otaru, 478 (up 5.1%) in Kitami, and 820 (up 18.7%) in Ebetsu.

道内179市町村における2019年の構造別新設住宅着工棟数がまとまった。全道の合計は2万1406棟と前年を1・9％上回った。8割近くを占める木造（Ｗ造）は2・3％増の1万6745棟と2年ぶりに増加。鉄骨造（Ｓ造）も3％増の3355棟と好調だった。管内別では、札幌を除く石狩や渡島、オホーツクなど10地域が前年を上回った。全体の3割に当たる札幌は2・6％増の7258棟だった。
国土交通省が発表している建築着工統計を分析した。
ここ8年間の推移を見ると、消費増税の駆け込み需要で13年に2万3063棟と最高を記録したが、その反動で14年は1万9961棟に減少。近年は2万1000棟台で推移している。
19年はＷ造が2・3％増の1万6745棟、鉄筋鉄骨コンクリート造（ＳＲＣ造）が34・8％増の31棟、Ｓ造が3％増の3355棟と好調だった半面、鉄筋コンクリート造（ＲＣ造）が12・4％減の947棟と過去8年では初めて1000棟を割り、コンクリートブロック造（ＣＢ造）も52・9％減の8棟と振るわなかった。
管内別では、根室が31％増の359棟と最も伸び率が高かった。根室市が19・4％増の80棟と好調だったのに加え、中標津町ではＷ造とＲＣ造、Ｓ造が前年を上回り全体で47・9％増の176棟を記録し、全体を引き上げた。
根室に次いで増加率が高かったのは宗谷で12・9％増。枝幸町はＷ造が77・8％増の32棟、Ｓ造が3・3倍の13棟と大幅に増加し、全体で2倍の45棟となった。日高は9・4％増の255棟だった。平取町が2・4倍の24棟、様似町が2・4倍の12棟と大幅に増加した。
市町村別で最多の札幌はＷ造が3・4％増の5260棟、ＳＲＣ造が3・5倍の14棟、ＲＣ造が13・2％減の660棟、Ｓ造が4・6％増の1153棟、その他が46・2％増の171棟の内訳。
人口10万人以上の都市を見ると、旭川が3％減の1335棟、函館が4・3％増の1096棟、釧路が0・7％減の571棟、苫小牧が2・2％増の869棟、帯広が0・3％増の876棟、小樽が1・2％減の318棟、北見が5・1％増の478棟、江別が18・7％増の820棟だった。
