不動産開発などを手掛ける香港のＨＫＲインターナショナル(香港興業国際集団、ビクター・チャ会長)は、ニセコ町曽我地区に大規模宿泊施設新築を計画している。2022年9月の土地造成着工と24年の完成を目指す。施工業者は今後決める。日本での宿泊施設開発は初めて。
建設地はニセコ町曽我236の1で、ニセコアンヌプリ国際スキー場から約4km南東に位置する。
敷地6㏊に地下1地上4－6階建てのコンドミニアム5棟98室、主に2階建てのヴィラ11棟を整備する見通しだ。いずれも分譲型で、構造は検討中。他に店舗やレストラン、温泉、フィットネススペースを確保する見込みで、延べ床面積は合計で約3万8000m²を予定している。
同社傘下のＨＫＲジャパン(東京都千代田区丸の内3丁目3の1)が設立したＨＫＲＪデベロップメントが施主となり、山下ＰＭＣ(東京都中央区明石町8の1)がプロジェクトマネジメントを務める。設計は浅井謙建築研究所が担当する。
ＨＫＲジャパンの担当者によると、宿泊施設の運営は世界的な高級ホテルブランドと交渉中。「約10年前から開発を構想していて、ポストコロナを見据えたオールシーズン型リゾートの実現を目指したい」と話す。
ＨＫＲインターナショナルは1973年設立の香港リゾートカンパニーが前身で、89年に香港証券取引所に上場。香港で計100万m²のリゾート型総合住宅「ディスカバリー・ベイ」、東京都の六本木でマンション開発の実績があるほか、アジア各国で不動産投資や資産管理を展開している。

Hong Kong Real-estate Developer Plans Large Accommodation Facility in Niseko
Hong Kong-based HKR International Ltd. (Victor Cha, Executive Chairman) is planning to build a large-scale accommodation facility in the Soga District of Niseko Town. The conglomerate engaged in real-estate development aims to start civil works in September 2022 and complete construction of the buildings in 2024. The contractor for this project will be decided at a later time.
The construction site is located at Soga 236-1, Niseko, which is approximately four kilometers southeast of Niseko Annupuri Ski Area.
This will be the first project for the company to develop an accommodation facility in Japan. The plan features 98 units in five condominium buildings with four to six floors above ground and one basement floor, and 11 two-story villas on the 6-㏊site. All units will be available for sale. Including spaces for stores, restaurants, hot springs, and fitness gyms, the total floor area will be approximately 38,000 m2.
HKRJ Development, which was established by HKR Japan under the umbrella of HKR International, is the owner, while Yamashita PMC Inc. serves as the project manager. Asai Ken Architectural Research Inc. is responsible for the design.
According to a representative of HKR Japan, they are currently in negotiations with a global luxury hotel brand regarding operation of the accommodation facility. The representative commented, “We have been planning this development for about 10 years, and hope to provide an all-season resort for the post-COVID-19 era.”
The establishment of HKR International can be traced back to Hong Kong Resort Company Ltd., which was founded in 1973 and listed on the Hong Kong Exchanges and Clearing in 1989. In addition to the development of Discovery Bay resort housing, which covers an area of one million square meters in Hong Kong, and a condominium in Tokyo’s Roppongi district, it has been involved in real-estate investment and asset management in several Asian countries.
